In 1992, the International Federation of Football decided to attribute the organization of the World cup 1998 to France. The schedule of conditions imposed, among the infrastructures necessary, the existence of a stadium of 80 000 places intended to welcome the final (world cup).

The construction of the "Stade de France" allowed the possibility of reorganizing the district of "La Plaine" located at 3 km the north of the "La Porte de la Chapelle": heavy industry was replaced by sporting equipment, the access in public transport was facilitated, and a new district of residences and activities has been created.

From 1912 to 1966, the production of heating and coal gas in the gas works of Cornillon involved an important pollution of the ground and underground sheet of water: the distillation of a ton of coal indeed produced 60 kg of tar and 150 litters of gas ammoniac. In France, the pollutant being the payer, "Gaz de France" paid the operations of decontamination: nearly 100 tons of hydrocarbons were pumped ground water. But because of the pussyfooting in the choice of the site of the "Grand Stade", the studies were too fast, whereas the architectural project selected is half-sunken and that the grass is only with a few meters of the underground tablecloth. One set up a clever system which aspire the gas emanations, various tight membranes, but the "Stadium" is not safe from an increase of the sheet of water in case of large rains

To make this park industrial in waste land gravitational, a plan of installation was already in progress since 1985, carried out by the communes of Saint Denis and Aubervilliers joined by the general council, the State and various institutions

Following the choice of Saint-Denis by the Minister Edouard Balladur in 1993, to the detriment of the new city of Melun-Sénart (the new cities have priority for the great "structuring" projects), the parachuting of the "Grand Stade" on the ZAC of "Cornillon" allowed to implement the councils of the architects: in 4 years there was more than 5 billion French francs of investment including 3 billion to restore the site and to improve the public space.

- a new station of the line D of the RER was created: since "Stage of Saint-Denis France" one joined the stage in 20 minutes by a planted mall (walk arranged by the Chemetoff landscape designer) of which a part borders the A1 motorway.

- the station "La Plaine - Stage de France" of the line B of the RER was moved towards north: A footbridge spans from now on the Saint-Denis channel to come from the subway station "Saint-Denis-Porte de Paris" (line 13) in 10 minutes.

The Stadium of 80 000 places resembles a haloed flying saucer of a roof in ellipse to 38 m of the ground. Its total surface is 17 hectares (the equivalent of the Place de La Concorde, in Paris). The architects worked this air aspect: thus the large staircases which lead to middle height of the platforms are slightly separated of the principal structure. From inside, one is impressed by space and the light. The places are not uniform: 140 privative cabins host 2800 people, 6000 seats "businesses" are equipped with reception rooms.

Financing:
The stadium will have finally cost 2,6 billion French francs (1euro=6,56 ff) (government: 47%, Consortium: 53%). The stadium must be managed by a private company up to 2025.
